Ask someone to describe resilient infrastructure, and you’ll probably hear about roads, bridges, electrical systems, hospitals, water treatment plants, or emergency operations centers.
They’re right.
Physical infrastructure is essential. Communities depend on it every day, and especially during times of disruption. Yet something has always bothered me.
Why do communities with remarkably similar infrastructure often experience dramatically different recoveries after disasters?
Why do some organizations emerge stronger after periods of disruption while others continue to struggle long after the immediate crisis has passed?
The answer, I believe, lies in a different kind of infrastructure.
Human Infrastructure
We spend enormous amounts of time and money building the systems we can see. Roads. Buildings. Fiber optic networks. Power lines.
But the systems that often determine whether those investments succeed are largely invisible. Trust. Relationships. Communication networks. Institutional memory. Shared norms. Leadership. Community organizations. The ability to solve problems together.
Collectively, I think of these as human infrastructure.
Unlike physical infrastructure, human infrastructure cannot be constructed through a single project or purchased with a capital budget. It develops gradually through repeated interactions, shared experiences, and intentional organizational design.
Why It Matters
Imagine two communities facing the same severe storm. Both have similar populations. Comparable emergency equipment. Equivalent public resources.
Yet one community recovers far more quickly.
Residents know where to find reliable information. Local organizations already know how to work together. Neighbors check on one another. Leaders communicate consistently. Volunteers organize without waiting for formal direction. Businesses coordinate with emergency managers.
The other community struggles. Information conflicts. Organizations duplicate efforts. Rumors spread. Residents don’t know whom to trust.
The difference may not be physical infrastructure. It may be human infrastructure.
Communication Is Infrastructure
This idea has changed the way I think about communication. Communication is often viewed as something organizations do after decisions have already been made. Issue the press release. Send the emergency alert. Publish the report.
But communication is much more than the movement of information.
It creates relationships. It reinforces trust. It establishes expectations. It shapes institutional memory. Over time, communication becomes part of the infrastructure that enables future adaptation.
In other words, communication doesn’t merely support resilience. It helps build it.
A Design Ecology Perspective
One of the central ideas in Design Ecology is that resilience emerges from interactions rather than individual components. Infrastructure matters. Technology matters. Policies matter.
But resilience is ultimately produced by the relationships among these systems.
When we intentionally design environments that encourage trust, collaboration, learning, and shared understanding, we strengthen the capacity of communities and organizations to adapt under changing conditions.
Looking Ahead
The future is unlikely to become less complex. Climate hazards, emerging technologies, demographic shifts, and global interconnectedness will continue to challenge communities in new ways. Preparing for that future requires more than stronger buildings. It requires stronger relationships.
Perhaps one of the most important investments we can make isn’t simply rebuilding physical infrastructure. It’s strengthening the human infrastructure that allows us to learn, coordinate, and adapt together.
That may be the foundation upon which every other form of resilience ultimately depends.
